    Norwich Police breaks up fight at park, acknowledges public concern about use of force

    A Saturday afternoon fight at Jenkins Park in Norwich led to two injured officers and one arrest so far.

    Jaylen Jarmon, 23, was arrested Saturday and charged with breach of peace, assault on a police officer, second degree assault, and interfering with an officer. Jarmon posted the $250,000 bond and was released, according to a press release from the Norwich Police Department.

    Law enforcement was called at 4:48 p.m. Saturday. A woman called the department saying a possible fight broke out over an ex-boyfriend. Two officers saw 10-20 people fighting outside the fence nearest to the basketball courts. An event of 200-300 people was taking place at that time. Other people from the event surrounded the officers as they tried to break up the fight, and the officers called for backup.

    The event was a 5v5 basketball tournament in memory of Camaury Clack, according to a flyer posted on social media. Clack was killed in May 2023. The next court date for Stancovitch Fabre, who was arrested and charged with the murder, is Sept. 4.

    As an officer assisted an injured man waiting for an ambulance, Jarmon allegedly punched another man within feet of the officer. Jarmon allegedly continued assaulting that man while being pepper sprayed by the officer, the police press release stated.

    What led to the arrest

    One backup arrived, they went to arrest Jarmon. He allegedly did not comply, and started attacking officers. One officer was allegedly put in a chokehold and beat up by Jarmon. Other officers used force on Jarmon, but he allegedly did not let the officer out of the chokehold until he was tazed. Once Jarmon was under arrest, he was escorted from the area, as the crowd grew hostile toward police.

    Several people surrounding the officers were pepper sprayed. According to the police press release, the individuals were hostile toward the officers and would not leave the area.

    Officers from other departments, including Connecticut State Police, Montville Police and Ledyard Police, aided and help shut the event down.

    The injured officers were sent to Backus Hospital.

    The Norwich Police Department is aware of social media footage of the event. The department stated the videos leave out what officers encountered. Body camera footage will be made public soon, but the identities of juveniles must be redacted first.

    “The Norwich Police Department prides itself on community involvement and engagement and will work with community leaders to ensure events like this do not take place without the proper public safety measures in place prior to the event occurring,” the press release states. “While we realize any use of force used by an Officer, at face value, is visually and emotionally upsetting, we ask you to hold judgment of the Norwich Police Department and Norwich Police Officers until all facts are presented.”

    As of Sunday, the investigation is open, and more arrests may be made. Anyone who witnessed the incident, or has information or video, is urged to call the department at 860-886-5561.
