    13-lot residential subdivision planned on Dearborn Road in Greenland: Here are details

    GREENLAND — Twenty-two acres of land are at the heart of a Portsmouth developer’s plan to create a 13-lot residential subdivision on Dearborn Road, per a proposal submitted to the town.

    Property owner and applicant Jay Lajeunesse has put forth a plan to subdivide a 22.84-acre parcel at 125 Dearborn Road, then build 11 single-family homes and two lots reserved for duplexes. Lajeunesse is the president and founder of River Birch Builders in Portsmouth and is the principal behind Dearborn Woods LLC, the official applicant proposing the project, according to town development records and state business records.

    Located in the town’s residential zoning district, the property contains an existing house, gravel driveway and clearing at the front of the site by Dearborn Road. A 1,255-foot-long road is proposed to access the proposed site, which would mean demolishing the home and eliminating the gravel driveway.

    The Greenland Planning Board is holding a public hearing on the proposal Thursday.

    Jones & Beach Engineers Inc. in Stratham provided a drainage analysis and sediment and erosion control plan for the proposed project in the plan filed with the town.

    With the proposed roadway being added to the site plan, there could be a potential increase in runoff from the development, wrote Jones & Beach project engineer Daniel Meditz in a narrative of the proposal.

    “In order to mitigate this potential, two rain gardens with sediment forebays are proposed for stormwater management for the road itself,” Meditz said. “In addition, some designated house lots per the grading and drainage plan will require infiltration practices as part of future lot development. Due to the use of these practices, all stormwater runoff from impervious areas will be treated, and the post-construction peak rates and volume of runoff will be lower than pre-construction peak rate and volume of runoff for all analysis points during all analyzed storm events.”

    Two bioretention ponds are also proposed for the development. The area of disturbance in the proposal is less than 100,000 square feet.

    “This proposed site development will have minimal effect on abutting infrastructures or properties by way of stormwater runoff or siltation,” Meditz added.

    Greenland property records note that Dearborn Woods LLC purchased the two-story, duplex residence, built in 1991, and the 125 Dearborn Road property last July for $2.2 million. The town last assessed the property at $953,100.

    The Planning Board public hearing will take place at 6:30 p.m. Thursday in the Town Hall conference room.
