An Oshkosh man with a history of disorderly conduct in a number of Wisconsin counties is accused of threatening Rice Lake police officers who responded to incidents of alleged harassment in a city park.
Jason T. Stamper, 51, was charged on Wednesday in Barron County Circuit Court with felony threatening a law enforcement officer. If convicted on this count, the defendant faces a maximum penalty of a $10,000 fine and six years in prison.
In addition, Stamper is facing a misdemeanor count of disorderly conduct plus two more of bail jumping as he has two open Dunn County Circuit Court cases in which he is accused of disorderly conduct and resisting an officer. A harassment charge, which is a forfeiture, also was filed in Barron County.
Stamper’s initial appearance is slated for Wednesday, and he is being held in Barron County Jail on a $500 cash bond.
According to the criminal complaint, an off-duty Rice Lake police captain was walking toward Indian Mounds Park at approximately 5 p.m. on July 23 when he heard Stamper yelling profanities and threatening to kill someone.
Stamper looked directly at the captain, threatened to kill him and walked toward him with a grill. The captain called on his cell phone for an officer to respond, and the defendant continued to yell at him.
The officer arrived moments later and an woman walked over to the squad car and said the man had threatened her life.
Stamper became louder and more belligerent, and called the officer several names when he was told he was under arrest.
Several people in the park who heard the defendant yelling profanities provided written statements. One witness said Stamper was walking back and forth, and he looked like he was drinking. Another said he heard the defendant threaten to kill someone, and cuss and scream at boaters.
An officer said he smelled an odor of intoxicants coming from the defendant when he was placed in a patrol squad. En route to jail Stamper became increasingly agitated and was hitting the inside door of the patrol squad. He also threatened to harm the officer and his family, saying: “If you don’t give me back my phone, my ID, my bag, you will be sued, and I will take your life, your house, your wife, your kid, your dog, and your car, and your job … And I promise you it will happen, you will be incarcerated and lose your life. I’ll make sure you lose all of it.”
Stamper is out on $500 signature bonds in two separate Dunn County cases. In one he is charged with disorderly conduct as a repeater. In the other he is charged with resisting an officer plus bail jumping.
Stamper has been convicted on three separate occasions with disorderly conduct in Chippewa County, Winnebago County and St. Croix County.
