The Santa Clarita City Council is scheduled to meet on Tuesday to deliberate on the transfer of William S. Hart Park from Los Angeles County to the City of Santa Clarita, among other matters.

William S. Hart Regional Park is currently the only Los Angeles County park situated within Santa Clarita city limits. On November 23, 2021, the City Council instructed staff to draft a letter to L.A. County 5th District Board of Supervisor Kathryn Barger, proposing formal discussions on transferring the ownership and management of William S. Hart Regional Park to the City.

After the County agreed in principle, the City formed an internal team to evaluate the feasibility of this transfer and negotiate and finalize the transfer terms. City staff have since completed these negotiations successfully.

The total cost of the transfer is expected to be discussed during Tuesday’s meeting, and is currently estimated to be about  $394,706. After the transfer is complete, City documents estimate that staffing museum curator and supervisor positions are expected to cost an estimated $225,000 per year of operation.

Hart Park is not the only park under discussion on Tuesday night. The Santa Clarita City Council is also expected to consider awarding a construction contract for the Central Park River of Lights project.

Though details are still under consideration, the “River of Lights” would consist of hundreds of variable LED lights embedded within the path along the plaza, and lead to the base of the 172-step exercise staircase near the back of the park. From there, the lights would be installed on mounted poles and placed along the staircase to the top of the hill.

This project is intended to complement and integrate with the civic art piece “When a Cloud Meets a Cloud” by artist Sujin Lim, which is anticipated to be installed in late 2024.
