    PaR Systems plans expansion in Shoreview

    PaR Systems, an automation technology company described as a “landmark employer” in Shoreview, plans to expand its footprint in the city with a new facility at the Seven Lakes property, the latest project to emerge for the former Deluxe corporate campus.

    City documents reveal that Scannell Properties, the master developer and owner of Seven Lakes, has reached an agreement with Pohlad family-owned PaR Systems to build a 110,000-square-foot building on a portion of the 50-acre campus at 3660 and 3680 Victoria St.

    United Properties will own the building.

    Finance & Commerce reached out to PaR Systems and Scannell for comment. United Properties said through a media representative that it is “not commenting at this time.”

    PaR Systems “introduced” the project to the city’s Economic Development Authority on Monday night, said Tom Simonson, Shoreview’s community development director. The EDA did not take formal action.

    The company has submitted a request for financial assistance to support the expansion, so the next steps include determining “general terms of what the financing would be” and a draft development agreement for the EDA to consider at its June 24 meeting, Simonson said.

    Construction could begin later this year, he said.

    “We're really excited that they're pursuing this,” Simonson added. “We've considered them one of our key landmark or legacy companies in Shoreview.”

    Founded in 1961 in Shoreview, PaR System has a global presence and currently employs about 250 to 300 workers in the city, Simonson said. It’s not clear right now how many new jobs will come with the expansion.

    PaR Systems, which has an existing campus along County Road E just south of the Seven Lakes site, has been “exploring options” to accommodate growth, according to a city staff report. Options included expanding outside of Shoreview, the report notes.

    At present, PaR Systems occupies space in three buildings on the company’s existing campus. In the staff report, city officials said, “our understanding is that PaR will move operations out of the 707 County Road E building and sub-lease to another user until their lease expires in several years.”

    The property now known as Seven Lakes became a candidate for redevelopment in 2020, when Deluxe announced plans to exit its Shoreview campus after a decades-long run in the city. Scannell later acquired the site with new uses in mind. The developer paid $10.1 million for the site in September 2020, according to Moody’s Analytics.

    As plans heat up for the PaR Systems project, other buildings are under construction at Seven Lakes. Among those is a 148,000-square-foot structure with Carlisle Fluid Systems as the anchor tenant. Scannell has also started work on a roughly 150,000-square-foot building for Fairview Health Systems.

    “There’s a lot going on. When it’s all done, we'll probably see 1,200 to 1,400 jobs on this campus,” Simonson said, adding that the final piece of development will be an apartment project.

    An Environmental Assessment Worksheet released in 2022 revealed that Scannell was looking at up to 590 housing units at the site.

    Jake Kurth, Scannell development associate, told Finance & Commerce at the time the unit count in the EAW was a “maximum that we wanted to be able to put in front of the city, but there is no determined amount, whether it is going to be less or at that number.”

    The development site, Kurth added in 2022, is “well located off of Victoria and 694, with great visibility. So we’re taking it incredibly seriously in how we’re presenting to the city what is going to be best for the community.”
