The Oneida County Sheriff's Department is asking for the public's help in locating this week's Crime Stoppers Wanted Person of the Week. The Oneida County Sheriff's Warrants Unit is looking for 45-year-old Noel J. Ciani of Utica on charges of violating her parole, according to Investigator Sahid Karcic.
