Kinnick Development Group’s request for financial assistance via TID No. 7 apparently is holding up the final draft of a development agreement for the council’s consideration, and the city administrator is recommending that the deadline for approving the final plat be moved to March 14. Spurred by an increase in market values, properties classified from residential to industrial in Rice Lake have seen a jump in valuation — but that doesn’t necessarily translate into a hike on a property’s tax bill. Equalized valuations in Rice Lake increased in 2023 by an average of 19%, according to the state Department of Revenue.
