As I write this letter, I am filled with immense pride and joy. Graduation marks the culmination of years of hard work, dedication, and perseverance. As the 11th graduating class during my tenure as superintendent of Caddo Parish Public Schools, I have witnessed nearly 27,000 students, just like you, walk across the stage to receive their diplomas. Closing Schools like Werner Park Elementary is a divestment in Tax Payer Support
Driving by Werner Park Elementary: Completed for the 1999-2000 school year, this beautiful, state-of-the-art 16 classroom wing will sit unused indefinitely. Like similar wings at Arthur Circle (now occupied), Hillsdale, and Sunset Acres, the annex building (as it is called at WP) is a huge monetary investment by the tax paying Caddo Parish residents in its vicinity. It is among the largest ultra-modern, comprehensive elementary classroom wings in the region. It makes absolutely no sense for a district to further disrupt educational opportunities for students that they and the state claim need consistent educational support. We have tried everything except smaller school sizes, and adhering to a state accountability system that doesn’t change with the weather. How does this repeated travesty encourage teachers to go to schools where they are most needed? At some point you all have to be wise enough to know this has nothing to do with children learning. It is time to go back to the drawing board and look at more proactive ways to address budget shortfalls. There are enough talented financial professionals at central office that there should be some mature level of financial forecasting in place— that takes into account the learning experiences of the most marginalized populations. Werner Park Elementary sits at a very busy section and corridor of Hearne Avenue. When will the district take to account that there are magnet schools that have much older facilities and cause much more of a financial strain relative to busing, than providing small neighborhood schools for students who need more focused, individualized academic instruction? All this plan does is provide more money to the state through consulting, and it does not directly impact classrooms. We have seen time and time again that making the principals the teachers and the janitors reapply for their job does little to impact school performance. And in the instances where it did, there’s questionable practices that play into the equation, and I’d be more than happy to expand on those. The rate that the outgoing superintendent has closed schools has far outpaced the decline in student population over the last 20 years. The Werner Park community like others, has suffered enough blight, and the school board should be more responsible and considerate of the entire economic impact of shuttering school campuses. The same elected body will go back to the electorate that they have betrayed through property value impact, by asking for an additional millage renewals where they have not proven to be good stewards. It is time for the community to demand better from the school board because closing schools last minute is a total slap in the face to the students and the communities which they live. It has been proven that the school board has provided inflated school capacity numbers to justify closing facilities, and that must be studied. Signed, Dr. Frederic Washington.
