    Bucs Re-Sign Mike Evans, Texans Free Agent Hunt, NFL Rule Changes Proposed

    Stan Norfleet and Chris Gordy of Next Up react to the Tampa Bay Buccaneers and wide receiver Mike Evans reaching an agreement on a two-year, $52 million contract. Rumors surfaced early in the offseason that Evans might sign with the Texans in free agency as the former Texas A&M Aggie is from Galveston.

    Special teams coordinators met at the NFL Combine to create a proposal for NFL kickoff rules changes. One rule change concerns onside kicks, allowing teams to only attempt the play when trailing in the fourth quarter, and they would have to announce the onside kick before kickoff. Owners will vote on the rules changes at the NFL's Annual League Meeting.

    College football is also looking to alter their format after the NCAA Football Rules Committee proposed changes that will align more closely with the NFL. The proposed changes, including helmet communications, in-game use of tablets and implementation of a two-minute warning, must be approved by the NCAA Playing Rules Oversight Panel.
