Eagle efficiently and thoughtfully went through a series of slides that reflected the impact the BGC had on, in 2023, 339 children and their caretakers.
“We provide them with an array of different programs and services that are designed to provide them opportunities to grown and develop and to set them on a path for future success in life,” said Eagle.
Focusing on the economic investment made in Red Bank, Eagle said, “Over the last three and a half years, we’ve invested just shy of $1 million dollars in running our operation. Out of that number, roughly $700,000 is staff and salary wages.”
“Of the 22 staff members that we have at our Red Bank site, 16 are Red Bank residents. Those are residents earning a paycheck and spending their money in this community.”
The Red Bank BGC is located at 138 Drs. Parker Blvd.
BGC Repair Project
At the July 7 council meeting, Borough Manager Jim Gant announced that a $200,000 grant request to the Monmouth County Community Development Block Grant will be allocated for a building repair project at the Boys & Girls Clubs of Monmouth County.
“This is a borough owned building, and I’ve been working with the Building Department, and we need to deal with mason work, including sidewalks, roof and window issues,” said Gant at that time.

Lead Paint Inspection for Rental Properties
An introduction ordinance was approved to establish comprehensive requirements for lead-based paint inspections on rental properties.
In July 2022, Gov. Murphy signed a law that, “… requires municipalities to inspect every single family, two-family, and multiple rental dwelling located within the municipality at tenant turnover for lead-based paint hazards.”
Partial List of Conditions for Inspection/Fees
$275 fee for each initial visual lead-based paint inspection
$325 fee dust-wipe sampling, which measures the total amount of lead dust on a specific surface area
$250 fee for re-inspection, plus $13.25 per dust-wipe sample
Owner required to obtain an inspection which will be performed by Borough Inspector

Partial List of Exempted Dwellings
A dwelling unit in a single-family, two-family, or multiple rental dwelling shall not be subject to inspection and evaluation for the presence of lead-based paint hazards if the unit:
(1) was constructed during or after 1978
(2) is a single-family or two-family seasonal rental dwelling units that is rented for less than six months duration each year by tenants that do not have consecutive lease renewals
(3) has been certified to be free of lead-based paint
Enforcement/Penalties
Unit owner has 30 days to cure any violation
If not resolved within that time, a penalty of up to $1,000 per week will apply until the inspection is completed or remediation begins
The council later passed a resolution to award a one-year, $17,000 contract to LEW Environmental Services, a certified lead evaluation and inspection contractor. The resolution states that the $17,000 amount may be surpassed.
Community Engagement & Equity Coordinator
Borough Manager Jim Gant announced that Adriana Medina-Gomez would be hired as the Community Engagement and Equity Coordinator.
“I felt that there was a great need for this position in the community. We received more than 30 applications, probably closer to 40. It was narrowed down to three candidates and we had them complete an actual project, a work product that I wanted to review. In the end I recommended and offered the position to Adriana who accepted.”
“She was a supreme candidate; she’s bi-lingual which will help us with our 35% Hispanic population, has been in Red Bank for over ten years, worked in Red Bank, went to Red Bank schools, believes in inclusive public messaging, is a translator, sits on Red Bank boards and committees such as Childhood Advisory, Hispanic Heritage Month, Juneteenth Committee and Resource Network Provider.
She’s a DEI (Diversity, Equity, Inclusion) Taskforce Leader, Count Basie Strategic Planning Member. She’s going to bring a lot to the borough in-house and to the borough at large,” concluded Gant.
Monmouth Street Improvement Project
The council approved a resolution to award $40,500 to CME Associates for the construction phase, which includes streetscape improvements on Monmouth Street from Broad Street to Shrewsbury Avenue.
This project will replace concrete curbs, concrete driveway aprons, concrete sidewalks, brick paver sidewalks, and drainage systems.
The estimated cost of construction is approximately $895,000.00. In 2022 the borough was awarded a $675,000 grant from the NJDOT Safe Street to Transit.

The council approved the payment of $4,436,796 for borough bills.
