CHARLESTON, W.Va. (AP) — Two West Virginia correctional officers accused of failing to intervene as their colleagues beat an incarcerated man to death in 2022 pleaded guilty in federal court Thursday.  Former Southern Regional Jail employees Jacob Boothe and Ashley Toney admitted to violating 37-year-old Quantez Burks’s civil rights by not protecting him from being physically assaulted by other correctional officers.  Toney and Boothe, who appeared before U.S. District Court Judge Joseph R. Goodwin in Charleston, were among six former correctional officers indicted by a federal grand jury in November 2023.  Burks was a pretrial detainee at the Southern Regional Jail in Beaver who died less than a day after he was booked into the jail on a wanton endangerment charge in March 2022.

(AP) — Families of three students murdered during the 2018 massacre at Parkland’s Marjory Stoneman Douglas High School and a wounded former student have reached multimillion-dollar settlements in a lawsuit against the shooter, though their attorney concedes it is highly unlikely they will ever receive much money.  The parents of slain students Luke Hoyer, 15, Alaina Petty, 14, and Meadow Pollack, 18, each reached $50 million settlements with Nikolas Cruz while wounded student Maddy Wilford agreed to a $40 million settlement, according to recently filed court records. “The chief rationale for the judgment amounts is simply in the event that the killer ever comes into possession of money, we could execute on the judgments and obtain it, thus preventing him from buying any creature comforts,” their attorney, David Brill, said Thursday.  Cruz, 25, is serving 34 consecutive life sentences at an undisclosed prison after avoiding a death sentence during a 2022 penalty trial. He pleaded guilty in 2021 to 17 counts of first-degree murder and 17 counts of attempted first-degree murder.

Gov. Ron DeSantis has issued a state of emergency in Northeast Florida and across much of the state as a tropical system appears almost certain to develop. The National Hurricane Center said Friday morning that a tropical wave has a 90% chance of developing into at least a tropical depression over the next seven days. Most models show it moving into the Gulf of Mexico and then coming ashore and crossing the state, possibly moving over Northeast Florida.

PHILADELPHIA (AP) — Vice President Kamala Harris’ choice of Minnesota Gov. Tim Walz as her running mate disappointed fans of Pennsylvania Gov. Josh Shapiro, who was one of Harris’ finalists for the job and seen as someone who could help Democrats win a key swing state and make history by electing the first Jewish vice president. With his history of winning three statewide elections in Pennsylvania, Shapiro was seen as someone with particular appeal to moderate voters. His state’s 19 votes in the Electoral College have long been critical for candidates trying to reach the necessary 270 to win. But the same things about Shapiro that appealed to moderates angered some on the left in his party: his support for a private school voucher program and natural gas infrastructure as well as particularly his support for Israel’s war in Gaza after Hamas’ Oct. 7 attack.  Some Democrats lamented what they said was a missed opportunity by bypassing Shapiro. Republicans, meanwhile, tried to paint Harris’ choice as a snub to Jewish voters, a traditionally Democratic constituency that former President Donald Trump has tried to court in this year’s race.
