Deputy mayor to step down from Greenberg administration. What we know

By Eleanor McCrary, Louisville Courier Journal,

Deputy Mayor for Economic Development Pat Mulloy will leave his position Aug. 31, though he will continue to serve as a "senior advisor" to Mayor Craig Greenberg and his administration in a "volunteer" role.

"Pat has done a tremendous job for our administration," Greenberg said at a press conference Wednesday. "He's made an incredibly positive impact on our community. His legacy will last long beyond the 16 months that he served in this public service role with Louisville Metro Government."

Mulloy also thanked Greenberg for the opportunity and reiterated his positive opinion of the mayor. There is no plan to replace Mulloy at this point, Greenberg said.

Mulloy joined Greenberg's administration in May 2023. He initially requested not to be paid but eventually agreed to accept the bare minimum salary, despite other deputy mayors earning over $170,000 annually .

Mulloy played a key role in establishing the Louisville Economic Development Alliance, or LEDA, and will continue to serve as the public-private entity's interim chief executive officer while the organization searches for a permanent leader.

"I won't get my handprints off that," he said. "It means a lot to this community."

Mulloy is not interested in becoming the CEO of LEDA, he told The Courier Journal.

LEDA has garnered criticism since its inception, with one former employee filing an ethics complaint against Greenberg, Mulloy and the head of the Cabinet for Economic Development, Jeff O’Brien. Mulloy said he planned to leave his deputy mayor role before the ethics complaint was filed and that it is not the reason for his departure.

His role with the mayor's administration was also never meant to be permanent, Greenberg said.

"Pat answered my call and told me in that very first phone call, 'Well, I would be happy to give you six to 12 months of my time to help get the administration going, to help launch economic development in our city in a new direction,'" Greenberg said. "And I said, 'Pat, we'll take however many days you're willing to give up.'"

The mayor said Mulloy has other plans for his family and himself .

Mulloy is the second deputy mayor to leave Greenberg's administration in the last six months. Barbara Sexton-Smith announced her departure at the end of February . Another Greenberg senior official, former Deputy Chief of Staff Keisha Dorsey, was fired last week after receiving a reprimand and filing two ethics complaints.
