Council to hear new logistics center proposal

The Windsor Town Council will be holding a work session Tuesday, Aug. 27, in response to a request from the developer of the Tidewater Logistics Center warehouse project, which had been proposed for placement on the outskirts of Windsor near the Lovers Lane and Keaton Avenue neighborhoods.

Some residents in those neighborhoods, as well as some members of the Town Council, have expressed opposition to the project as it has been presented in the past.

Influenced in part by those voices, the Isle of Wight County Board of Supervisors voted 4-1 on June 13 to reject a previous version of the project by denying a rezoning request that would have paved the way for it.

The Tidewater Logistics Center project is represented by the development firm The Meridian Group, which is the parent company of Meridian Property Purchaser LLC.

Meridian Property Purchaser LLC’s rezoning application, at the time of its June 13 rejection, proposed a Tidewater Logistics Center that would have been a multi-warehouse complex consisting of five buildings totaling 1.2 million square feet.

In a memorandum to the Windsor Town Council and mayor, Windsor Town Manager William Saunders noted that The Meridian Group is attempting to renew its application with Isle of Wight County for consideration of an amended version of the TLC project.

He explained that the Board of Supervisors’ June 13 denial of the rezoning request for this project meant that the same project could not be brought back before it by TMG for a year.

However, he cited two actions that could allow a version of the TLC project to be brought back before the board prior to then:

• The developer makes changes to the project substantial enough for the county to deem it a different project; or
• The board opts to waive the prohibition.

“TMG has made what they see as substantial revisions to the project, to include removing one warehouse, moving the truck parking area away from the residences on Lovers Lane and Keaton Avenue, increasing the setbacks from those residences, among others,” Saunders stated.

He noted that the Aug. 27 work session is being conducted in response to a request from Tom Boylan, of The Meridian Group, to present the latest iteration of the plan to the Town Council for its feedback.

Open to the public, the work session will be held at 6 p.m. at Windsor Town Hall, which is located at 8 E. Windsor Blvd.

If needed, a closed session will follow the presentation from Boylan.
