WILKES-BARRE — The Luzerne County Department of Adult Probation and Parole filed a petition alleging Shahiyd Deen violated his probation when he was charged with leaving the scene after striking a Kingston teenager who as critically injured in Kirby Park.

Deen, 28, of North Main Street, Wilkes-Barre, was sentenced April 8 by Judge David W. Lupas to six months probation on charges of disorderly conduct and accidents to an unattended vehicle for a crash in the area of North Main and Butler streets, Wilkes-Barre, on Sept. 25, 2023, according to court records.

Wilkes-Barre police in court records say Deen initially struck a vehicle occupied by a woman and her child before striking a parked vehicle.

Prosecutors withdrew charges related to Deen striking the occupied vehicle with the woman and child, and reckless driving.

While on probation, city police in court records say Deen struck 13-year-old Elijah Haney in the parking lot of Kirby Park while doing “burnouts” on Aug. 5.

Deen sped away and initially claimed his vehicle, a 2018 Hyundai Elantra, was stolen.

City police along with Kingston police located Deen’s vehicle behind 362 Market St., Kingston, with damage to its windshield, a flat tire and a dent in the hood, court records say.

Haney suffered severe head trauma and other injuries in the crash. Haney remained hospitalized Monday at Geisinger Medical Center in Danville, two weeks after being struck.

Police have charged Deen with accidents involving injury related to the Kirby Park crash but could face additional offenses.

Deen was further charged by Edwardsville police with driving under the influence and careless driving for a crash in the parking lot of the Eagle Ridge apartment complex on July 29.

Police in Edwardsville allege Deen had a blood alcohol level of .24 percent after he struck a parked vehicle in the apartment complex parking lot.

Deen remains jailed at the county correctional facility for lack of $150,000 total bail on the charges filed by Wilkes-Barre police and Edwardsville police.

A hearing on the probation violation petition has not been scheduled.

The violation petition alleges Deen failed to set up a payment plan and failed to provide documentation of receiving court-imposed mental health treatment and anger management treatment in addition to the Kirby Park crash arrest.
