STAFFORD, Va. – A Spotsylvania man is behind bars after repeatedly losing consciousness during a traffic stop. .

According to a media release from the Stafford County Sheriff’s Office (SCSO), the incident occurred July 18, 2024.

A call from a resident advised that a stranger was passed out in a black Chevy Impala, completely blocking the entrance and exit of her Argyle Heights residence. The driver had no known association to the home or its residents.

At approximately 3:14 p.m. two SCSO deputies responded for what was potentially a medical emergency. Upon arrival, they observed an adult male passed out behind the wheel, with suspected controlled substances next to him.

The man suddenly awoke and was startled to find deputies on either side of his car.

When one deputy instructed the subject to exit the vehicle, he declined and remained seated. The driver was informed it was not a request and that he needed to exit the vehicle.

Instead of exiting, the subject instead started the car, put it in gear and sped down the home’s driveway looking for an avenue of escape. The home, however, was surrounded by large trees preventing escape via car.

Deputies maneuvered their patrol cars behind the Impala and continued to give surrender commands to the driver. After several minutes of no movement from the driver, deputies discovered he had once again passed out.

This time, deputies breached the vehicle’s windows and tactically extracted the suspect from the car. Upon being awakened by deputies for the second time that evening, the subject became hostile and thrashed as deputies applied handcuffs.

After an intense struggle, the suspect was placed in a patrol car, where he soon returned to his lethargic state. Due to overdose concerns, the suspect was transported by ambulance for a hospital evaluation.

The man was later identified as Russell Bernard McFadden, II.

McFadden, 46, was charged with DUI second offense in 5 to 10 years, possession of a controlled substance, two counts of assault on law enforcement, obstruction, driving revoked, eluding, fleeing from law enforcement, driving revoked and expired registration.

He was turned over to the custody of the Rappahannock Regional Jail without bond.
