    Sovereign Citizen and Passenger Arrested for Drug Possession

    STAFFORD, Va. – A self-proclaimed sovereign citizen and his female passenger were arrested during a traffic stop late Friday.

    According to a media release from the Stafford County Sheriff’s Office (SCSO), the incident occurred August 23, 2024.

    At approximately 9:43 p.m., deputies conducted a traffic stop on a Chevy at the 50 White Oak Road Walgreens in Fredericksburg.

    The driver, Joshua C. Barr, of Fredericksburg, declared his sovereignty as officers observed a white, powdery substance in plain view.  

    After a K9 "alerted to" the vehicle, it was searched. 

    Both Barr and his passenger, Summer Jean Turner, of Woodford, were found to be in possession of suspected controlled substances. 

    Once at Rappahannock Regional Jail, staff conducted strip searches and located additional suspected controlled substances on Turner’s person.

    Turner, 30, was charged with possession of controlled substances, as well as felony by prisoner. She is being held at the jail without bond. 

    Barr, 32, was charged with possession of controlled substances, and is also being held without bond.
