SNOHOMISH COUNTY, Wash. — A Stanwood woman was charged July 10 with manslaughter after her young daughter died of a fentanyl overdose in 2022. Morgan Bassett, 34, woke up on the morning of Jan. 14, 2022, to find her toddler, identified by initials in court documents, unresponsive. Proposed budget amendments sign of tough choices ahead for city council
City budgeting and finances continued to be a focus for the Edmonds City Council as it met in committees Tuesday. The council finance committee — with Will Chen as chair, Jenna Nand as member and Council President Vivian Olson occassionally weighing in — discussed revisions to the draft City of Edmonds financial policy framework that had also been on the committee agenda in May. Among the issues discussed: Whether the city should keep its fund balance reserve at current policy-required levels — 16% of annual operating expenditures along with a contingent reserve fund of 4% — for a total of 20%. And what about the current 12% reserve levels required for the city’s other major operating funds — the water utility and the sewer/wastewater treatment plant fund?

Completion of the Phase 2 project – which cost $9.2 million – comes six weeks before the opening of the Lynnwood City Center light rail station. I-5 Ramp from US-2 at Trestle Closing Thursday Night
The westbound US 2 ramp to northbound Interstate 5 will close overnight Thursday, July 18, in Everett for maintenance. From 9 pm Thursday, July 18, to 3 am Friday, July 19, Washington State Department of Transportation maintenance crews will repair sensors along the ramp. Crews also will close the right lane of westbound US 2 leading up to the ramp.
