WEST CARROLLTON — A Culver’s Restaurant could be the first new retail establishment in the city’s River District, a $75 million public-private development project. The project by the fast-casual restaurant franchise known for its ButterBurgers and frozen custard is set to go before West Carrollton Planning Commission on Aug. 1. That represents the start of the formal approval process for its establishment in the district on the southeast corner of East Dixie Drive and Manchester Road, the city said Monday.
