    3 people charged in Fairmont after infant hospitalized for ‘cannabinoids’

    FAIRMONT, W.Va. (WBOY) — Three people were charged after an infant was found unresponsive from “cannabinoids” at a residence with walls “covered in filth and feces” in Fairmont.

    On July 30, officers with the Fairmont Police Department were contacted by workers with Marion County CPS because an 11-month-old infant “was unresponsive and would not wake up” at a residence on Walnut Avenue, according to the complaint.

    The child was transported to Ruby Memorial Hospital, and tests taken at the hospital showed that the infant had “tested positive for cannabinoids,” so CPS requested officers to assist them, according to the complaint.

    While at the residence, officers made contact with Misty Howell, 44; John Howell, 50; and Lacie Howell, 21, all of Fairmont, who lived at the residence and were caring for the 11-month-old infant, according to a criminal complaint.

    Inside the residence, officers located a pack and play in the living room which Misty stated the infant sleeps in, and officers noted “an overwhelming odor of urine and feces” and that the “floor was covered in a film of dry urine,” officers said.

    Also on the floor were “multiple spots of feces on the floor,” which was “present throughout the living room, kitchen and hallway,” as well as there being two bedrooms which were “covered in trash” with walls “covered in filth and feces,” according to the complaint.

    In one of the rooms, officers noted there were “two used marijuana bowls on an air mattress” and a “marijuana vape pen” which officers noted belonged to Lacie; Misty and John told officers “that they also smoke marijuana but did not have any present” and that “there was just paraphernalia located in a safe in their room,” officers said.

    Lacie, Misty and John have been charged with child neglect. They are each being held in North Central Regional Jail on $25,000 bond.
