On Aug. 8, officers with the Westover Police Department were dispatched to Menard’s for a call of a shoplifting, according to a criminal complaint.

When officers arrived, they made contact with two people, one of whom was identified as James Costello, 41, of Maidsville, and saw them walking “past the registers with a bag that was not paid for,” officers said.

While requesting identification from one of the individuals, officers “observed burnt foil inside her purse,” and then additional officers were requested to locate the driver of the vehicle the pair arrived in, according to the complaint.

Officers located the driver, identified as Andrew Clise, 30, of Westover, “hiding in the back seat”; a K-9 unit was then requested and gave the positive indication for the presence of narcotics, officers said.

During a search of the vehicle, officers found a green bag in the back seat which contained “a few bags of methamphetamine” as well as fentanyl and aluminum foil, according to the complaint.

Costello and Clise have been charged with possession with intent to deliver a controlled substance. They are being held in North Central Regional Jail.
