A health update has been released on the twin toddlers who were allegedly nearly drowned by their father at a beach in Connecticut.

Romney Desronvil is facing jail for multiple charges including attempted murder after his two kids, aged under three, had to be rescued from a West Haven beach in the early hours of Saturday morning by a passing police officer .

The 41-year-old from New York went before a judge on Monday who set his bond at $2 million, ordered a mental health evaluation and issued protective orders for both children.

Desronvil's SUV was found parked on Dawson Avenue Beach at 2am on Saturday with its headlights concealed with clothes. An officer on patrol heard shouts coming from the water and requested backup.

Desronvil was 30 to 40 feet out in the water , with both children under his arms, as per court documents . They are both unable to swim . Officers jumped in but Desronvil retreated further back into the sea, the documents read.

He was screaming "stay back!" and "get away!" as well as "I love you" and "kill me". One officer reported seeing Desonrvil put his arms below the water, causing the children to be submerged for several minutes.

Police were finally able to reach the youngsters and they were brought to shore. They were rushed to Yale New Haven Hospital for lifesaving treatment .

West Haven Mayor Dorinda Borer delivered an update on both children's conditions on Monday, saying they have been extubated and are " significantly improving ".

He told NBC: "Those children had two guardian angels that night and it was Officer Williamson and Officer Miller. Them together with the police and fire department and dispatch team... saved their lives."
