    Seven indicted suspects tied to alleged sex trafficking ring at West Linn massage parlor

    Seven suspects have been indicted with charges stemming from their ties to an alleged sex trafficking ring that ran out of a massage parlor in West Linn as part of an investigation that also led to arrests at a Lake Oswego spa in January.

    West Linn police announced via social media that officers began investigating Yo Yo Spa, which is located on Willamette Drive in West Linn, in July 2023. According to WLPD, the business was tied to a national sex trafficking operation.

    “Through collaboration with numerous agencies, search warrants were served on 1/31/24, and multiple arrests were made,” WLPD wrote on social media. “We partnered with advocacy groups from across the state, who ensured the victims were offered the resources and support they needed. Seven suspects connected to other jurisdictions have now been indicted from these joint efforts.”

    Lake Oswego Police Department Sgt. Tom Harper said the arrests were linked to a bust at the Lake Oswego business Flora Spa but could not go into more detail. The Lake Oswego department arrested three suspects as a result of its investigation for crimes including promoting prostitution.

    Sgt. Bill Garland, a public information officer for WLPD, declined to say which jurisdictions indicted these suspects, citing the ongoing investigation. WLPD also declined to name the suspects.

    According to a 33-page indictment for the eight defendants in the Lake Oswego case, five of them — Jing Xu, Jinen Ma, Xiaoping Chen, Qi Hui Huang and Changhui Liu — were tied to alleged prostitution at Yo Yo Spa.
