ELMIRA, N.Y. ( WETM ) – It’s been more than a month since the north side of the Clemens Center Bridge caught on fire; and still community members and local leaders are looking for answers.

“The investigation continues,” said Elmira City Manager Michael Collins.

We had the opportunity to speak with Collins, who says the City of Elmira Fire Department is conducting the investigation, not the city.

“We certainly could wrap up an investigation sooner than later. It just depends on cooperation from those that witnessed this,” said Collins.

Clemens Center Parkway Bridge to remain closed for up to eight weeks, NYSDOT confirms

A portion of the fence blocking off the sidewalk underneath the bridge was opened by people trying to get inside. Under both sides of the bridge, bottles, shaving cream and other belongings could be seen. The Elmira Fire Marshal closed the gap mere minutes after we notified the city, though the security of the fence is maintained by the New York State Department of Transportation.

“As of right now, nobody is to be underneath that gated area during the course of the investigation and prior to everything being completed and fixed by the state,” said Collins.

This all comes days after the Elmira City Council presented and later tabled a resolution to punish people for sleeping in public places; prompted by a Supreme Court ruling in June.

“I think whatever council supports unanimously; I certainly would support that. A lot of people feel that homeless individuals should not be put in jail because they’re homeless. I think we have to look at public safety. I think that we do, you know, have a homeless shelter here in the City of Elmira. If individuals are seeking help and seeking shelter, they can go there,” said Collins.
