    Tropical Storm Debby tracker, maps: Latest storm path

    Tropical Storm Debby is threatening the Carolinas and Virginia with major flooding as the slow-moving storm crawls north.

    Here's what to expect:

    Tropical Storm Debby made a second landfall early Thursday in Bulls Bay, South Carolina, just northeast of Charleston.

    Debby has dumped 18 inches of rain in South Carolina and 15 inches in North Carolina.

    The rain is ongoing in North Carolina and Virginia. The highest risk for flash flooding on Thursday is across central North Carolina and into western Virginia, where rainfall rates could reach 2 inches per hour.

    Eleven tornadoes have also been reported across the Carolinas, and more tornadoes are possible in Virginia on Thursday.

    Tropical Storm Debby will weaken to a tropical depression on Thursday afternoon.

    Overnight, major flooding will be possible in western Virginia and western Maryland.

    On Friday, the heavy rain will target Washington, D.C., Maryland, Pennsylvania and western New York. There’s a significant risk for flash flooding across the interior Northeast, from western Maryland to central Pennsylvania to upstate New York.

    By Friday evening, the rain will reach Philadelphia and New York City, where flash flooding is possible.
