The Los Angeles County Sheriff's Department issued a shelter-in-place order for a Lancaster neighborhood after a nearby scrap yard caught fire Thursday afternoon. The Los Angeles County Board of Supervisors is asking local voters to consider a package of reforms to county government that include expanding the size of the board.The board voted 3-2 to on initial approval to place a proposal on the November ballot.The measure would expand the board from its current five to nine members.
