    Police: Windber man threatened to beat, lynch three juveniles

    SOMERSET COUNTY, Pa. (WTAJ) — A Windber man is facing ethnic intimidation charges after he allegedly threatened to kill three Black juveniles because they were being too loud.

    Richard Albaugh, 32, is facing charges of ethnic intimidation and terroristic threats after he allegedly threatened to beat, rape and kill three juveniles, according to the affidavit. On July 2, officers from the Windber Borough Police Department were called to 24th and Jackson Avenue for a report of people yelling.

    Once on scene officers spoke with a man and son. They both stated that their neighbor, Albaugh, had come outside and was yelling at the juveniles. They told officers that Albaugh swore at them, came outside with a rope and threatened to lynch, hang, rape and beat them. All three juveniles ran off when Albaugh started to come towards them with a bat, according to the criminal complaint.

    Police went to Albaugh’s house and asked him what happened. He told officers that he was trying to sleep and the juveniles were outside being loud. Albaugh allegedly told officers that in response he started shouting at them and called them the N-word. When asked why he did that he told police “they deserved it.”

    All three juveniles were interviewed by police separately and each stated the same thing. Each told police that Albaugh started shouting at them through a window and called them the N-word. They said that he then came outside and repeated the threats of hanging them, lynching them, raping them and killing them. All three said that they went to the home of a person they knew for help after he came outside with the bat.

    Albaugh is facing charges of terroristic threats, simple assault, ethnic intimidation, disorderly conduct and harassment.

    He is scheduled to be arraigned on August 14.
