    Windsor woman charged with child abuse and neglect

    A Windsor woman was arrested and charged with child abuse and neglect last week.

    Bertie County Sheriff Tyrone Ruffin said deputies were called to a residence on Downey Lane in Windsor on Thursday, June 27 to assist the Bertie County Department of Social Services.

    “Upon arrival, Sgt. D. Young and Dep. B. Manning discovered DSS workers had responded to the address on Downey Lane earlier in the morning to perform a routine check on a juvenile at the residence when they discovered three young juveniles that had been left alone at the residence,” Sheriff Ruffin reported.

    Deputies began investigating and found the children ranged in age from four years old to 11 years old and had been at the residence the entire day with no electricity, no food and no water at the residence, according to the sheriff’s office press release.

    During the investigation, the mother of the oldest juvenile arrived at the residence and was taken into custody.

    Deputies charged Timetheous Baylor with three counts of misdemeanor child abuse and neglect. She was confined to the Bertie-Martin Regional Jail under a $1,500 secured bond.

    Bertie County DSS staff took the three juveniles into custody to ensure their safety and well-being. They were provided food and water and taken to a safer, cooler environment.

    “With the extremely dangerous heat wave we have experienced lately, it is vitally important that we remain diligent in our efforts to adequately check on the elderly, children and outdoor pets,” Sheriff Ruffin said.

    In addition to that arrest, deputies were also called to a scene on Indian Woods Road near Lewiston Woodville in reference to a plane making an emergency landing.

    Sheriff Ruffin said all occupants of the private plane were safe, accounted for and unharmed.

    A third incident involved the sheriff’s office being called to Bertie Beach last Friday.

    “Earlier today investigators with the Bertie County Sheriff’s Office closed Bertie Beach due to a report of possible human remains,” Sheriff Ruffin said. “Investigators checked the remains and confirmed through other resources that the remains were not human remains. The beach is now back open.”
