    Orrville residents still cleaning up after damaging flooding caused by remnants of Hurricane Debby

    ORRVILLE , Ohio (WJW) — Flooding remains a major problem in several local communities, including Wayne County .

    That’s where some Orrville residents are still cleaning up after nearly 7 inches of rain fell in just three hours on Thursday night.

    State of emergency declared in 8 NE Ohio counties

    A 51-year-old woman and her elderly parents had to flee their home with just the clothes on their backs as flood waters crashed through a back concrete wall into the basement.

    They said it happened so fast that they didn’t have time to run in for personal belongings.

    A family cat also perished and was found in a downstairs apartment the following morning, once the waters receded.

    Tracy Joyner is the sister of the youngest flood victim.

    “Luckily — because she had went upstairs to check things out — as she started to go back in, back downstairs, she heard a loud pop. And the entire the basement wall gave way, and all of the outside water came in,” she said. “And then it flooded so fast, if she had been down there sleeping, if it had happened two or three hours into the night and she had been asleep, she probably would have drowned.”

    The family had renters insurance, but it won’t cover flood damage.
