Groups Fight NY State Budget Cuts for Disabled Individuals

In a display of solidarity, Westchester Disabled on the Move (WDOM) joined with 1199SEIU United Healthcare Workers East at their headquarters in Yonkers to send a clear and urgent message to Governor Kathy Hochul . They demand that she reverse the proposed cuts to New York's Consumer Directed Personal Assistance Program (CDPAP) immediately. The $3/hour wage cuts for CDPAP workers could have severe consequences for individuals with disabilities relying on this program.

What is CDPAP?

The Consumer Directed Personal Assistance Program (CDPAP) offers Medicaid services to chronically ill or physically disabled individuals. It allows them to select caregivers who cater to their specific needs and enable them to live autonomously. Eligibility involves assessments, and recipients or their representatives must oversee caregiver hiring, training, and supervision. This program has become stands as a beacon of independence and dignity for people with disabilities.

However, Governor Hochul's proposed budget threatens to undermine this lifeline. A reduction in funding would exacerbate the challenges already faced by both consumers and caregivers alike. The rallying cry against these cuts underscores the shortcomings of managed long-term care plans from private health insurers. So, while private health insurance companies reap substantial profits, the quality of care and support diminishes.

Budget battle

Amidst this backdrop of uncertainty, the NY Senate and Assembly budgets took a decisive stand by rejecting these cuts. Now, pressure mounts on Governor Hochul to align with the legislature and support the Home Care Savings & Reinvestment Act (S7800/A8470) sponsored by Senator Gustavo Rivera and Assembly Member Amy Paulin.

On Friday, March 15, elected officials and local leaders gathered at Westchester Disabled on the Move to amplify their voices. This nonprofit organization has served Yonkers and greater Westchester County for 40 years. With its mission to empower neighbors with disabilities, Executive Director Maria Samuels emphasizes that, “ empathy is a huge must .” With this spirit, she and dozens more took a stand against the Governor's budget cuts.

Prominent officials including Senator Shelley Mayer , Assembly Members Nader Sayegh , MaryJane Shimsky, Steve Otis, Chris Burdick, Dana Levenberg, and various other elected officials have thrown their weight behind the cause. As such, they emphasize the importance of unity in the fight for justice and dignity for all citizens.

Senator Shelley Mayer reiterated her commitment to defending the rights of caregivers and individuals with disabilities , applauding the rejection of Governor Hochul's proposed cuts in the Senate and Assembly One-House budget resolutions.

We will keep fighting to ensure that the final enacted budget rejects this cut, so over 10,000 caregivers can continue providing the necessary care and so our most vulnerable neighbors can continue to live independently.
