With Less Than A Month Until School, New IKM-Manning Superintendent Excited To Be Serving The District
With the many projects scheduled for the IKM-Manning School District this summer, the new superintendent, Dr. Angela Huseman, has been busy ensuring everything is ready for the 2024-25 school year. Huseman was selected earlier this year as a shared superintendent between the IKM-Manning and Tri-Center School Districts, replacing former Superintendent Trevor Miller, who will now oversee the Exira-EHK and Audubon Community School District. Huesman, a Carroll native who graduated from Carroll High School in 1985, wasn’t thinking of pursuing a degree in education, but looking back, she realized it was her calling.
State Auditor Finds Internal Control Deficiencies In Denison FY23 Audit
A recent audit by the Iowa State Auditor’s Office for the City of Denison’s Fiscal Year (FY) 2023 has revealed several internal control deficiencies and compliance issues. Significant deficiencies and material weaknesses in internal control over financial reporting were identified, though no material noncompliance was found. Key issues included inadequate segregation of duties, unreviewed journal entries, and failure to reconcile utility billings and delinquent accounts. The audit also noted that property tax receipts were not tracked for their specific purposes, and personnel policies lacked clarity on exempt and non-exempt employees. The audit highlighted a material weakness in internal control for the city’s participation in the COVID-19 Airports Program and Infrastructure Investment and Jobs Act Program but found no instances of noncompliance for federal awards. The city’s response includes establishing procedures to address these deficiencies. No improper disbursements were noted in the report. City Of Audubon Changing Firework Ordinance Due To High Number Of Complaints
The Audubon City Council has amended the town’s fireworks ordinance due to the high number of complaints received over the Fourth of July holiday. The new ordinance states that an individual must be a minimum of 100 feet away from a neighboring property before discharging a firework unless consent has been given by other community members living in the area. The council has also approved changing the dates and times of the year acceptable for fireworks use. July 3 and 4 from 6 p.m. to 10 p.m. are the only times for fireworks to be shot off within city limits, meaning New Year’s Eve is no longer an approved date. By implementing the new ordinance, the city council hopes to reduce the number of complaints received during the holidays and ensure everyone is having fun while remaining respectful to neighbors throughout the community.

Carroll City Council Approves Final Reading, Adopts Amended Fencing Materials Ordinance
The Carroll City Council formally adopted an ordinance amendment at its July 22 meeting that sets standards for permanent fence construction in city limits. The issue first came to the council’s attention last month after officials received complaints from residents about the use of wooden pallets as fencing materials. The adopted ordinance specifies that fences must be constructed using “traditional” materials with “a clean, finished appearance” and bars the use of pallets, scrap lumber, scrap metal, snow fencing, or any other materials not designed for fence construction. Fire Chief and Building Department Official Dan Hannasch says there has been little feedback from the public concerning this change.
Mannel hired as ISU Extension regional director
Lori Mannel of Jefferson has accepted the position of regional director for Iowa State University Extension and Outreach serving Carroll, Greene, Boone and Guthrie counties in central Iowa. As regional director, Mannel will provide administrative leadership to county extension office staff and guidance to county extension councils. Mannel was most recently the county director for ISU Extension and Outreach Greene County. Mannel earned her bachelor’s degree in business management from Buena Vista University, Storm Lake.
