The most recent Shreveport apartment complex declared a health and safety hazard is a dump, but the city has no immediate plans to clean it up. Shreveport Mayor Tom Arceneaux on Thursday declared the Linwood Homes apartments in Cedar Grove, apparently abandoned by tenants and its owner but still hosting squatters, a public safety and health hazard, the fourth complex so classified this month. But while the grounds are strewn with trash and debris the city has labeled a health hazard, Arceneaux said the plan right now essentially is keep people off the site and hope its mortgage holder moves in to clear the property — though a backup plan is in the works.
