The City of Vermillion would normally go through a time-consuming, competitive process of seeking and then opening bids for projects with costs that exceed $50,000. At its regular meeting Monday night, the Vermillion City Council agreed to use a State law that will allow City staff to make an emergency procurement – in other words, seek a major purchase – without advertising for bids.
