BETHLEHEM, Pa. -- Lehigh University plans a bond issue of $125 million to pay for campus improvements and refund some earlier debt, taking advantage of lower rates. Lehigh Treasurer David Hammer presented the sale to the Northampton County General Purpose Authority (GPA) on Tuesday, and County Council will hold a final vote Wednesday.
