ROGERS, Ark. — According to a PC affidavit, 18-year-old Waylon Kumpe was arrested early on Tuesday morning after chasing several kids on his bike with a machete. The affidavit says that a group of kids was walking from Veterans Memorial Park in Rogers to Casey's on South Eighth Street around 1 a.m.
