    Greene County officials hope to open EMS facility this month

    Greene County officials hope to open the county’s new EMS facility later this month following some final change orders approved by commissioners in March.

    The Board of Commissioners on March 4 approved change orders for work on the facility totaling about $12,000 on the recommendation of County Manager Kyle Dehaven.

    “Change Order One is a series of change orders,” DeHaven said. “It is the addition of wall-mounted outlet boxes for the bedrooms, changing the asphalt apron to a concrete apron in the parking and then adding three additional parking spaces in the rear of the building.”

    The total cost of this project is “just over $12,000,” DeHaven said, which is still within the county’s budget for the facility.

    Commissioners asked DeHaven at the end of his presentations when the project would be complete.

    “According to the RFP (Request for Proposal), it was by the end of April,” DeHaven said. “But I think they are (closer) so I’m hoping it will be completed mid April and maybe we can do a ribbon cutting by the end of April.”

    Commissioner Ray Johnson motioned to approve the order, and the board voted unanimously to approve the project.

    Commissioners in June awarded a $735,456 contract to a Winterville’s Designco Construction Inc. to build a new station county-owned propery in Maury.

    In other business, DeHaven presented a grant for the county’s animal shelter that required approval of commissioners for the county to receive it.

    “The grant award amount of $50,000 was received or awarded from the Shelter Support Fund to help us to maintain three initiatives,” DeHaven said.

    The three initiatives that this grant would pay to help replace in the Animal Shelter would be the flooring in the shelter, fencing and paint, DeHaven said.

    All the work the grant would fund is maintenance-related, things that are typically maintained every three to five years, DeHaven said.

    Johnson asked DeHaven to clarify if this grant will only be used and spent on the maintenance of the Animal Shelter or would it be able to be used in other areas.

    DeHaven said the award would only be spent in accordance with the grant.

    “In the big picture, the Board of Commissioners has really treated and saw well that the animal shelter was provided for,” DeHaven said. “This is funding in addition to their annual budget that can be used for these improvements as we (county management) look to the future.”

    Johnson motioned to approve the acceptance of the grant, which the board unanimously approved.

    DeHaven also presented to the board a construction bid for the renovation of the county’s elections building.

    “Two bids were received, one was DesignCo Construction Incorporated at $360,000 plus a $20,000 contingency and the second was Carolina Bay Construction at $415,000 plus a $40,000 contingency,” DeHaven said.

    Two construction companies have submitted bids to take on the project of renovating the building, and the county staff recommended that the bid go to the most “responsive” and “responsible” bidding company, DeHaven said.

    He said DesignCo Construction Incorporated was the company that the county management saw to be the most fit to take on the project.

    “It would be staff’s recommendation to go with a low cost responsible, responsive bidder, which would be DesignCo Construction,” DeHaven said.

    Board members expressed concern about the price difference between DesignCo and Carolina Bay’s, because DesignCo’s was higher, but they ultimately voted unanimously to contact with DesignCo.

    Also on March 4, the board voted unanimously to enter a lease agreement with Top Gun Sports.
