Scott County, Kentucky - Jaime Morales, once an esteemed member of the Scott County Kentucky Sheriff's Department's Special Response Team (SWAT), has faced a life-altering ordeal since September 11, 2018, when he was struck by friendly fire during a joint operation aimed at apprehending a serial bank robber. The incident left Morales paralyzed and confined to a wheelchair, initiating a journey marked by adversity, legal battles, and a quest for justice.
In a lawsuit filed by Morales, he alleges that the Georgetown Police Department's failure to adequately train members of the special response team contributed to the tragic outcome of the operation. The joint team, composed of officers from both the Scott County Sheriff’s Department and the Georgetown Police Department, was assisting a U.S. Deputy Marshal in the arrest of Edward Reynolds, a fugitive from Florida, at a rest area off Interstate 75 in Scott County. Morales asserts that insufficient training and experience among the officers led to the friendly fire incident that resulted in his paralysis.
According to the lawsuit, the officer who fired the shot had received only basic response team training one month prior to the incident, had not participated in any serious response team callouts, and had not received vehicle assault training. Subsequently, the officer resigned from the police department.
During the operation, Morales was assisting in the arrest of Edward Reynolds, who was armed and subsequently killed by law enforcement. Investigations confirmed that Morales never discharged his weapon during the incident. Morales has emphasized to investigators that the officers present at the scene lacked the tactical experience necessary to effectively manage such a high-stress situation.
