The Aurora City Council will consider using opioid settlement money Monday to pay for drug treatment for clients of its yet to open homeless services campus. The council will vote during its study session whether to spend money from the fund on a peer advisor, a van to transport clients from the navigation center to treatment, and a case manager. The city will receive about $14 million in opioid settlement funds, according to a presentation by city staff to the city council.

The mother of a Denver homeless man told the City Council Monday that city-sponsored services have failed her son. Barbara Hallick Yeomans made her remarks during public comment period of the City Council meeting. She said her son grapples with substance abuse and mental illness and repeatedly has been harassed by police. She said her son also suffered verbal abuse by a guard in the Denver County Jail. Yeomans said she heard the guard harassing her son over the phone.

The Denver City Council finally got an answer to members’ queries about how much, exactly, the mayor’s All in Mile High program to end homelessness has cost so far. According to council member Amanda Sawyer, who chairs the Finance and Governance Committee, the city will have spent $155 million during an 18-month span from July 15, 2023, to Dec. 21, 2024.

The City and County of Denver likely will pay $500,000 next week to settle lawsuits against the police and sheriff’s departments. The City Council will vote Monday on two settlements. The first, stemming from a lawsuit filed against the police department in U.S. District Court, case 2023 CV00750-RM-JPO, is for $100,000. The second settlement is for $400,000 to be paid to Scott Peters and stems from a prisoner’s civil rights allegedly being violated, according to Justia. According to Justia, the lawsuit lists as defendants the City and County of Denver, Daniel Rodriguez, John Doe 1, John Doe 2, John Doe 3-12, Mohammed Mohammed, Michael Fitzmaurice, James Casias, Billie Humbles, Daniel Trujillo, Ian Schiffhauer, Michael Bennett, Cherif Sarr and Noreen Roberson. Health officials have suspended the license of Pierce County massage therapist Lukela Los Banos, the Washington Department of Health reported on Thursday. Los Banos allegedly placed suction cups on the back of a patient's legs on Sep. 23, 2023, and left the cups on their skin for around 40 minutes, the DOH reports. He allegedly tightened the cups three times, injuring the patient’s skin, according to the department.

About 80 people overtook Aurora’s City Council meeting Monday, causing the mayor to recess the meeting three times in an effort to bring about order. The council then agreed to extend public invited to be heard beyond the one-hour time limit. The speakers showed up to chide the City Council for not punishing the officer that shot and killed Kilyn Lewis. Lewis was a suspect in a crime which is why police approached him. Body camera footage released by the Aurora Police Department showed Lewis did not have a gun and repeatedly yelled “I don’t have nothing!” with his hands in the air. Despite this, officer Michael Dieck killed him with a single shot from his rifle. Lewis never had more than a cell phone in his hand, the video showed.
