Born on December 27, 1979, in Downingtown, Pennsylvania, Toni faced challenges early on, losing her father at six and later being diagnosed with bipolar disorder. She also struggled with substance abuse but was dedicated to her role as a single mother to her daughter, born when Toni was seventeen. Toni worked as a nursing assistant while studying at Brandywine School of Nursing and graduated from Immaculata University in 2007. She was employed in the infectious disease ward at Lancaster General Hospital at the time of her disappearance.
