    Roseland to Impose an 'Outright' Ban on All Short-Term Rentals

    ROSELAND, NJ -- Mayor James Spango said that a five-year old ordinance regulating short-term rentals in the borough will now be tightened to impose a full ban on these types of rentals in town.

    In 2019, the Roseland Borough Council passed an ordinance requiring a license in order to offer a short-term rental for a non-refundable fee of $500. That ordinance also required a fee of $60 in order to offer a dwelling for short-term rental a Certificate of Habitability from the Housing and Property Maintenance Department that would be good for 30 days.

    Just last month, Fairfield Township introduced an ordinance to ban short-term rentals in its community.

    "We did have an issue with short-term rentals. I got a lot of phone calls this week about what Fairfield did in having a short-term rental ordinance in place," Mayor Spango said at the July 16 meeting of the Roseland Borough Council. "We did it in 2019. This council had the foresight to be out ahead of this knowing this would be an issue. We are strengthening our ordinance, which is pretty strict now, to outright ban the short-term rentals."

    Spango said that the use of short-term rentals was causing disruptions in the borough, especially on weekends.

    "We had pools being rented, we had huge problems going on in town. When our team had actually looked into it we found out there were other residents doing the same thing without (permission)," Spango said. "This council, we don't feel that we are a destination for people to buy homes, but we are not a destination to rent. There's no ski slope, there's no beach, there's no lake. The amount of stress that it put on our personnel and our residents who couldn't enjoy the quality of life on a weekend is what has moved us to (make the ordinance a ban)."
