ODESSA, Texas (KOSA) - Mayor Javier Joven officially announced his candidacy for re-election at a campaign event held at Dos Amigos in Odessa. Born and raised in Odessa, Joven has been involved in the political process since the age of 18. He was elected to the Odessa City Council District 5 at 29 and served for two terms before being elected mayor in 2020.
