    Man found laying in yard attempts to take taser, bribe troopers

    Loyalsock, Pa. — A drunk man attempted to bribe Pennsylvania state troopers with $100 after people found him lying in a yard.

    Law enforcement turned down Frederick Ro Foster of Williamsport when he offered them money during the incident at the end of June, Trooper Jeffrey Urban said. The 38-year-old Foster fought with troopers and tried to take a taser before being pepper-sprayed and detained, Urban added.

    A call was placed to State Police just before 7 p.m. for reports of a man passed out in a person’s yard, according to the complaint. Foster was identified by troopers when they came to a home in the 1900 block of Blair Street in Loyalsock.

    Foster allegedly told authorities he had been drinking at Buffalo Wild Wings. He left the establishment looking for a friend’s house. The interview stopped as EMS attempted to treat Foster, according to Urban.

    A witness claimed he saw Foster get out of his vehicle and go into the victim’s yard, Urban said. Foster allegedly rejected attempts by the witness to drive him home. Foster then laid down before EMS and state police were called.

    Foster allegedly told Urban “I’d just rather go home” when asked to do a sobriety test. Foster offered troopers $100 to take him home, according to the complaint. Rejected, Foster began to fight with police. He was warned about being stunned with a taser, Urban wrote in the affidavit. Troopers drove the taser into Foster, who grabbed it and tried to take control of it, Urban added.

    Foster was eventually taken into custody after being pepper-sprayed by troopers, according to the report. After consenting to a chemical blood draw at UPMC, Foster was recorded offering troopers $700 to let him go, according to Urban. He was rejected a second time.

    Foster is being charged with bribery pecuniary benefit, bribery, DUI, disarming law enforcement, criminal trespassing, disorderly conduct, resisting arrest, and public drunkenness. He was released this week on $25,000 unsecured bail.
