RPD: 3 arrested after fleeing traffic stop, leaving guns in car

ROCHESTER, N.Y. (WROC) — Three people accused of running away from a June traffic stop and leaving loaded weapons behind were taken into custody over the past month, according to Rochester police.

Officers tried to pull the car over along Norton Street around 2:00 a.m. on June 20. Police said the car pulled into a driveway instead, and three people fled on foot. None were caught that night.

Inside the car, police allegedly found two loaded 9mm ghost guns with extended magazines and a loaded AR-15 style rifle with a drum magazine.

Investigators worked to identify the suspects in the weeks since then.

The first, Carlos Alvarez, was arrested during a July 17 traffic stop on Lime Street. Alvarez, 23, was charged with eight counts of criminal possession of a weapon, obstruction of governmental administration, and vehicle and traffic law violations.

The second suspect, Jhamir Duval, was arrested on Santee Street on July 29. Police said Duval, 18, had a loaded handgun on him at the time which was reported stolen in Mississippi. Duval was charged with 9 counts of criminal possession of a weapon and one count of criminal possession of stolen property.

The third suspect, Wincette Richards, was arrested Tuesday on Dewey Avenue. Richards, 23, was charged with 8 counts of criminal possession of a weapon.
