Palm Bay Corruption Case Could Hurt Monique Miller in GOP Primary

In 2015, the Federal Bureau of Investigation and Florida Department of Law Enforcement (FDLE) opened an investigation into Palm Bay city officials of allegations that included bribery, racketeering, and conspiracy to commit extortion. It led to two people getting arrested.

The investigation, which lasted for four years, centered around the use of taxpayer funds of state and federal housing grants related to a local community development block program to help veterans. The FBI said this money instead was stolen.

One of those arrested was former Deputy City Manager of Palm Bay, Dave Isnardi. In 2017, the FBI and FDLE said they had an ongoing pattern of criminal activities. Isnardi would help his friends with kickbacks and was planning to install cameras at the homes of Palm Bay government officials in hope of catching them in “compromising situations.”

In their investigation, one of those also targeted by the FBI and the FDLE was the Republican candidate for Florida State House District 33, Monique Miller’s husband, Palm Bay City Manager Greg Lynk.

According to the investigation, Isnardi lobbied for his friend, Gregg Lynk, to be the next city manager. After Lynk was hired, Lynk turned around and appointed Isnardi as deputy city manager.

The investigation accused Isnardi and a fellow friend of planning to blackmail or bribe Palm Bay city council members into voting a certain way to help them with proper future business plans.

Sources familiar with the investigation tell Florida Daily they believe the FBI and FDLE were on to Monique Millers’ husband, Greg Lynk (who, at the time, was her boyfriend).

Inside the FBI’s report, they had Palm Bay City Councilman Brian Anderson agreeing to wear a wire to capture Monique Miller’s husband, Palm Bay City Manager Greg Lynk, attempting to bribe him for “favorable votes.”

Lynk was never charged for the crime, but those same sources tell Florida Daily that it was quite possible that Miller’s husband, Lynk, to avoid jail time, cooperated with law enforcement by turning over evidence against his friend Isnardi.

Those running against Miller have questioned her husband’s involvement in the corruption case.

“She’s avoiding forums, because she knows she will be asked about this,” one campaign told Florida Daily.

Monique Miller received campaign donations from those who were associated with and investigated the Palm Bay corruption case by the FBI and FDLE. One of those investigated who turned on Isnardi gave money to Miller’s campaign.
